In order to facilitate passengers taking a direct flight from Karachi to China to obtain a Health Declaration Certificate "HDC", the Chinese Consulate General in Karachi has adjusted PCR and IgM/IgG antibody testing requirements and procedures. Here are four steps to obtain an "HDC" : pre-testing, applying for "HDC", double testing at two different institutions within 48 hours and issuing "HDC". The specific requirements are as follows:

I. Pre-testing

All passengers are required to undergo pre-testing for both PCR and IgM/IgG antibody at an institution designated by the Chinese Consulate General in Karachi within 21 days (inclusive) to 28 days (inclusive) before boarding. The closed-loop self-quarantine must be carried out after pre-testing. During this time, the precautionary measure against COVID-19 must be followed, and social contact should be avoided.

II. Appling for an "HDC"

All the required documents must be submitted via the website of http://hrhk.cs.mfa.gov.cn/H5/. (only for Non-Chinese nationals)

i. Submitting time

Passengers of CA946 : Sunday 22:45 to Monday 17:00

Passengers of PK854 : Thursday 03:00 to 17:00

ii. Required documents

①Pre-testing Report ②Questionnaire for Applying "HDC" ③Passport photocopy ④Direct Flight Itinerary ⑤Valid Chinese Visa ( or Resident Permit)⑥"Medical History Form for COVID-19 testing & diagnosis"(if necessary)⑦Chest CT Report(if necessary)⑧Vaccination Certificate

iii.Reminder

The 48hrs testing reports do not need to be submitted. All documents must be comprehensive and clear, otherwise the"HDC" may not be granted.

III. Double testing in two different institutions with 48 hours

i. During this procedure, the passengers must choose two different institutions from the list of institutions designated by the Chinese Consulate, and conduct both PCR and IgM/IgG antibody samples collection within 48 hours before boarding. Passengers must wear masks , and strictly implement closed-loop transfers.

Passengers of Flight PK854 : Thursday 03:00 to 17:00

The Chinese Consulate only accepts testing reports issued by above said three institutions, including their nine branches. If you need door to door service, please contact with the institutions directly.

V. Issuing "HDC"

The Chinese Consulate, after verifying the testing result and submitted documents, will issue "HDC" for those who meet with the required health conditions and proper procedure requirements for sample collection and testing. While applying for "HDC", please truthfully and accurately declare your personal information and health status, including but not limited to fever symptoms, contact and travel history. The issuing time of "HDC" is as follows:

Passengers of flight CA946: from 14:30 to 17:00 on Tuesday

Passengers of flight PK854 : from 14:30 to 17:00 on Friday

VI. Special Reminder

i. All passengers, who had a history of infection or were tested positive for PCR , are required to conduct a chest CT scan at any qualified hospital in Karachi, and to upload both "Chest CT Report" and"Medical History Form for COVID-19 testing & diagnosis" issued by hospital while applying for "HDC". Those, including suspect infected,close contacts, IgM/IgG antibody positive, are recommended to conduct the chest CT and upload the above mentioned documents.

ii. All passengers, who have been fully vaccinated are required to upload the vaccination certificates while applying for "HDC".The vaccination certificates should be authentic and include the necessary information to identify the type of vaccine,dose and vaccination time, etc. The Chinese Consulate will fully review the vaccination certificates. Furthermore, the inoculated passengers should apply for "HDC" after 14 days from the last injection.Otherwise,the vaccination certificates will not be accepted.

iii. The original passport,passport photocopy and "Testing Registration Form" are needed while collecting the PCR and IgM/IgG samples at designated institutions. After receiving the "Pre-testing Report", passengers should carefully check the content, and confirm all the information, such as personal photo,name,passport number,flight, etc.(please see the "Sample of Pre-testing Report")

iv. For China-bound passengers of a third country where there are direct flights to China, they are required to take a direct flight other than a flight from another country, and their "HDC" application will not be approved by the Chinese Consulate General in Karachi.

v. All passengers must strictly abide by above notice and relevant laws. Any false declaration, falsification of test results or alteration of test reports will result in rejection of "HDC" and bear corresponding legal responsibility.

vi.The present notice will come into force from the date of promulgation. In case any discrepancy exists between the previous notifications and the present notice, the latter shall prevail.
