Notice on the Adjustment of the Requirements of Health Declaration Code Application for Passengers Boarding to China from Karachi

In light of the latest developments of COVID-19, the Chinese Consulate General in Karachi has further adjusted the Health Declaration Code Application requirements and procedures for passengers from Karachi to China. Here are five steps to obtain an "HDC" :  personal quarantine and health monitoring, applying for "HDC", double PCR testing within 48 hours, rapid PCR testing within 12 hours and issuing "HDC". The specific requirements are as follows:

I. 7 days Personal quarantine and health monitoring

All passengers are required to undergo 7days closed-loop self-quarantine, and "Personal Health Monitoring Form" (see attachment 4)  must be filled in.

II. Appling for an "HDC"

All the required documents must be submitted via the website of http://hrhk.cs.mfa.gov.cn/H5/. (only for Pakistani nationals)

i. Submitting time

Passengers of CA946 : Sunday 19:00 to 23:00 p.m.

ii. Required documents

①Questionnaire for Applying "HDC" (see attachment 1) ②Passport photocopy ③Direct Flight Itinerary④Valid Chinese Visa (or Resident Permit) ⑤Personal Health Monitoring Form (see attachment 4) 

Remark: The report of double PCR testing within 48 hours and  rapid PCR test report don’t need to be submitted .All documents must be comprehensive and clear, otherwise the"HDC" may not be granted. 

III. Double testing in two different institutions within 48 hours

All passengers are required to undergo 2 PCR test in 2 different   institutions designated by the Chinese Consulate General in Karachi within 48 hours prior to boarding. 

i. Samples collection time 

Passengers of Flight CA946 : Monday 8:00 a.m to 17:00 p.m 

ii. Requirement

①During this procedure, the passengers must choose two different institutions from the list of institutions designated by the Chinese Consulate, and conduct samples collection. For door to door service, please contact with institutions directly.

②The original passport, passport photocopy and "Consent & Case report form for COVID-19" (see attachment 2) are needed while collecting the samples at designated institutions. 

③The testing result reports will be delivered to passengers via SMS messages. If you don’t receive the reports, please contact with relevant institutions directly.

④Passengers must wear masks and strictly implement closed-loop transfers.

IV. Rapid PCR testing 

i. All passengers are required to undergo one time rapid PCR test at an institution designated by the Chinese Consulate General in Karachi within 12 hours prior to boarding. 

ii. Samples collecting Time

Passengers of Flight CA946 : Tuesday 10:00 a.m to 17:00 p.m. 

iii. Requirement

①During this procedure, the passengers must choose one institution from the list of institutions designated by the Chinese Consulate, and conduct samples collection. 

②The rapid PCR test report for COVID-19 (see attachment 3) should be filled in by passengers in advance. It should be submitted to institution.

③ The original passport and passport photocopy are needed while collecting the samples at designated institutions. 

④ Rapid PCR test report is not required to be submitted to Chinese Consulate when applying the health code. However, the airlines will inspect the original reports before check-in or boarding, and the result must be “negative”.

⑤Passengers must wear masks and strictly implement closed-loop transfers.

The Chinese Consulate only accepts testing reports issued by above said three institutions, including their nine branches. If you need door to door service, please contact with the institutions directly.

VI. Issuing "HDC"

The issuing time of "HDC" is as follows:

Passengers of flight CA946: from 16:00 to 17:30 on Tuesday


VII.Special Reminder

i.Passengers with a history of Covid-19 infection, i.e. those once diagnosed infected by Covid-19, or tested positive in PCR, can only travel to China after 42 days of recovery. And they are required to undergo 14 days of self-quarantine and health monitoring ,and fill in  “Personal Health Monitoring Form” prior to boarding. 

Those passengers can apply for a health code only after the health monitoring period expires. When applying for a health code, relevant materials such as 2 negtive PCR test report must be submitted together. Otherwise, “HDC” cannot be obtained.

ii.The original passport, passport photocopy, "The Consent & Case report form for COVID-19", “The Rapid PCR test report for COVID-19”(see attachment 3) are needed while collecting the samples at designated institutions. After receiving the "PCR Report" (see attachment 6) and “The rapid PCR test report for COVID-19”(see attachment 3), passengers should carefully check the content, and confirm all the information, such as personal photo, name, passport number, flight, etc.

iv.For China-bound passengers of a third country where there are direct flights to China, they are required to take a direct flight other than a flight from another country, and their "HDC" application will not be approved by the Chinese Consulate General in Karachi. For those whose departure country has no direct flight to China, please follow the requirements of Chinese Embassy/Consulates of that country and apply for the health code before coming to Karachi. The Green(Blue) Health Code photocopy, itinerary, and the visa or residence certificate issued by that country are needed when applying the HDC from the Chinese Consulate General in Karachi.

v.Given the potential risk of Covid-19 and travel cost, please stick to the principle of Do Not Travel Unless Urgent or Necessary. If you must go to China via flights, the above notice and relevant law must be observed. Any false declaration, falsification of test results or alteration of test reports will result in rejection of "HDC" and bear corresponding legal responsibility.
